Does anyone know if the 1969 is able to use the compressor and EQ without the pre in the path?

There is no EQ... but you can go "line in" to the compressor as a standard connection.

sorry I meant the "tonal controls" I haven't seen anything like them before, except on old stereos.

Those eqs apply to the instrument input. They work with the instrument preamp, and not the mic preamp. From there it goes to compression. You can't use the eqs and bypass the instrument preamp.
