We've all heard people of telling cops that and hoping to be believed, I'm sure. "I must have put the wrong pants on..." is one which I've heard more than once.

It just means he has paid for the weed, but still owes for the coke.

That's the wonderful thing about drugs.  No one owns them so they can be used by anyone.  This happens so much that I don't know how drug cartels make any money.
