Buffer Size problem

I have a Delta-44 sound card made by M-Audio. It is working fine, I have no problems. I noticed Cubase says my latency is 12ms. That is basically unnoticable, but I see I can get smaller latency by making a smaller DMA Buffer Size. I am trying to change the DMA Buffer Size but I get this message: "The DMA Buffer Size can only be altered while there are no audio applications using any of your audio cards".
The problem is, there are no applications runnign at all! Not ones using audio and not ones that don't! In the Task Manager under the Applications tab there is nothing, it is empty, but I still get this message....
What could be the problem?
