Anyone know if a 9V and a 9VAC are the same?

nahh..9V says nothing..really ;-)in regards to what you are asking. You have AC, or DC in power supplys...so 9V could be either AC, or DC..you will have to check with a VM.

Are there any "+" or "-" signs? These signs means DC.
