Sony / MCI JH24 - Rewind & Fast forward issues

We have a 1988 Sony / MCI JH24 tape machine that is having some issues.

Basically the machine plays tape fine.  The Rewind and fast forward when engaged starts for split second the stops. 

We've adjusted the offset null pots, resoldered all points on the torque board, also idle and motor tensions according to manual. 

We are also about to replace the IC18 and IC19 chips as per troubleshooting guide saying they control the REW and FF.

Any other ideas or experiences with this issue are greatly appreciated.  Thank you !
