U47 stand mount connector

I have an old stand u47 stand mount “swivel” connector I’d like to use, but have some questions:

Are they intended to rotate at the base? 
Or only the angle adjustment at the wing nut?
(See photo)

Are there any diagrams / literature out there on these pieces of hardware?

Can't help you with an official diagram, but with information, nevertheless:
No rotation allowed on this baby. If some part rotates, it's defective.
Correctly assembled, the swivel adjustment wing nut will be on your right, as you face the front of the mic.

Should all versions have ‘big spring” cable strain relief?  (Mine does not.). Or is the pictured cable “jacket” acceptable for strain relief?

And I’ve seen some specimens with rubber decoupling between upper and lower sections, and some with what looks like cork. Are both correct and safe?  (My other one -not pictured - is the cork looking kind...)

Don't recall cork being used as damping material. Depending on the version and era, cable strain relief was provide either with a thick rubber sleeve or a spring at the cable's exit out of the connector.
