How to clean up garbage source crackle pop?

I'm trying to get a solid reproduction of a Remastered .flac that I stripped it down to straight bass under 80hz and this is the result sound quality...

You might have to save and listen on an app but it's clear around 45 seconds and beyond.

There is software by a company called Cedar [or something like that] which might be helpful, though from what I understand its on the quite expensive side... hopefully somebody might come along at some point with a thought that doesn't cost an arm and a leg.
