2-inch machine speed quesiton

This is probably so easy.   But I wanted to ask you guys.  MCI-JCH24.   If you record a test tone, playback is 1.75 cents sharp.   Not using variable oscillator, just fixed speeds. 

I'm sure this is ez peasey and I'm missing something obvious.

i suspect it's in the capstain control card.  there is a circuit in there with an opto sensor on the capstain that has a few adjustments.  you will need a scope and service manual to find the right test point and measure the right frequency and duty cycle.  i've only done this on an JH-110C, but i would assume much of the same ideas are used in both machines.
