CMV563 issues

What is the plate voltage supposed to be for the CMV563's EC92 tube?  With the mic connected, the N61 power supply's voltage goes down from 130v to 32v (on the mic it measures 28v). Does this look like the GR28-20 regulator tube is malfunctioning?
