The LARC is a completely standalone unit, and should start up independant of the mainframe. Is it lighting up at all? If not, I would suspect the cable to the unit. On startup when the unit gets power you should see a powerup message on the screen, if you are not getting any of that chances are you have no power to the unit.
For the purpose of testing you can run the Larc off a plugpack I think.

Thanks, Radar!

I must not have explained myself well.  The front panel of my Lexicon 300 shows nothing.  This isn't a Larc model as far as I know.  I've spoken with Lexicon and they have the most likely parts needed to fix (transformer).  So, I may go that route soon.  Thank you!

If it's passing audio, have you checked all the fuses? Don't just look at them, check them with a meter. Does the display plug in, and has the plug come off? (Happens with PCM91's).
