I actually think that many people use eye read as a means of discerning intentions or character.  It doesn;t always work, and the accuracy is dependent on many variable, for example in Bush's case, he is just not reliable as a judge of many things.

But I would challenge you to tell me that you have never used the "look" of someone's eyes to make a judgment about their character.

Cut the guy some slack. Maybe his headset was broken, and he was too embarrassed to tell anyone. Without a translation, "eyes" would be all he had to go on.
