Well thats if your talking about "confirmed" attacks that are acknowledged by the government... One has to wonder about the bridge falling down, a coupe of train wrecks here and there, as well as the "wildfires" etc...

I am convinced that the trade center/pentagon attacks had several planes involved for one reason:  

If one plane had hit the tower(s) it would have been written off as a "terrible accident"  or "mentally ill pilot" etc.  BUT there was no denying that this was a terrorist attack when there were multiple simultaneous targets.

My feeling is that there had been attacks before (and likely since) that were declared "accidents" and that this frustrated Osama to the point where he had to make a big undeniable statement.

The Japanese went much further than water boarding when it came to torture.  You're trying to make it sound like that was the limit of their methods, and that is just not so.  Research the actual trials please.  Again, an inaccurate comparison devised for the sake of pushing your agenda.

In regards to your second question: They were an orthodox enemy with a organized and identifiable army.  And it really has less to do with "winning" as it does with "winning" with as few allied casualties as possible.  

We are going to win this war.  If water boarding helps us get to that win with a few less allied casualties than so be it.
