I can't help thinking that there HAS to be a reason...
The Police MUST have been instructed to do that: they MUST have known that they were on shaky ground legally, and that makes me wonder WHO would have told them to move him on, and WHY they were told to do it?
Some politician above them must have some involvement... maybe with a platform which was threatened by the likely tenor of the report?

Maybe I'll see if my local Police officer friend is back from the UK yet... then maybe I'll play it to him and see what hemakes of it... he's actually pretty cool and he's up for retirement soon, so he's getting to the stage where he doesn't feel the need to "toe the party line" quite so much... -He got a month's suspension recently, for letting a kid go, when the kid had a joint in his pocket... Member of the public phoned in and complained that he'd seen the kid pull the joint out and smoke it as my cop buddy drove off...
