That's dumb--couldn't they issue tickets that had no justification, then? If they're not telling people what rules they broke, they could invent ones.

Well, here there is no way to get a ticket with no reason given; I believe this to be the same in most of the world.

When a cop writes you a ticket manually, it has to be input to the ticketing system later and without a reason it won't go.

Besides, the cop that issued the 'reasonless' ticket will have to explain that occurrence to the superiors.

There was a big kerfluffle in New Orleans not long ago during a music event in City Park. Police directed people onto the wide medians (known as neutral grounds in the Big Easy) where concertgoers parked.

Meter maids then came along and ticketed hundreds of cars for parking on the median. Police response: We just directed them; we didn't tell them to park there.

After the TV stations got hold of it and stirred up some outrage, the city reluctantly forgave the tickets in the face of the bad publicity.
