I snipe manually all the time, and have even missed out on some auctions because I sniped too late and my bid didn't process in time before the auction closed. You have to have a reliable broadband connection in order to snipe successfully. I can't see how any activity that's within ebay's rules (including sniping)could be considered cheating.
