what plug in to use for resampling and dithering

 I am forced to master some projects due to financial limits of customer. I try to keep everything to a minimum. Im mastering in nuendo and mainly use waves C4, and UAD-1 mastering plug ins. Im wanting a good plug in to resample and dither to 16 bit with. I have sound forge and that may be all I need but wondered if that is good enough or if I should get something else. You have to resample then dither and it has four options for dithering and Im not sure which one to use for the best results.Can anyone recomend anything else or give me any advice on how to do this
