pre-amp with balanced out

maybe this isn't exactly the right forum for this question, but I trust you guys more than the hi-fi crowd.

I need a pre-amp to feed my ATC SCM20ASL speakers, I need at least three stereo inputs (and optionally an input for a turntable) and the outputs should be balanced.
It should do no more than just volume control and source switching.
It also needs to be cheap (I know, I know...), so no Bryston et al.

Any thoughts or recommendations?

If you are looking for a passive monitor controller the Coleman Audio M3PH mkII is cheaper than most options while still being very high quality and essentially transparent - http://www.colemanaudio.com

it has:
Four balanced stereo inputs on XLR's
Three Balanced stereo outputs on XLR's
Stepped level control that tracks to
