My Pultec HP/LP Filter needs fixing

Hey.  I got a Pultec High and Low Pass Filter on auction a while ago.  It's been weirdly customized: the ins and outs are both converted to XLR male, and are, according to the previous owner, unbalanced.  I bet the tubes are shot to shit, too.  Anyway, it's noisy as hell, and unusable.

Can anyone point me to someone in NYC who can fix this for me?

There shouldn't be any tubes in a Pultec HLF-3C [the Hi/Low pass filter].  In fact, there shouldn't even be a power cord on it as they were totally, 100% passive devices.

If yours has a power cord or tubes, they were installed "aftermarket".
